Tendering & Compliance Officer

Blue Phoenix Deepwater Limited—an indigenous provider of subsea diving, marine support, and topside IRM (Inspection, Repair, and Maintenance) services for FPSOs, rigs, and offshore terminals—is recruiting a Tendering & Compliance Officer based in Lagos State. Reporting to the Commercial Director and Head of Legal/Compliance, this specialized commercial support role leads bid submission packages, NIPEX platform administration, technical/commercial proposal assembly, statutory audit readiness, and regulatory compliance (NCDMB, NUPRC, NMDPRA) across offshore service lines.

• Tender & Bid Coordination: Review, assemble, and track expressions of interest (EOIs), requests for quotation (RFQs), requests for proposals (RFPs), and invitations to tender (ITTs) on NIPEX and client procurement portals.

• Compliance Matrix & Documentation: Draft comprehensive compliance matrices, ensure statutory document completeness, manage vendor registration portals, and coordinate pre-qualification packages for IOCs and NOCs.

• Regulatory & Permit Management: Manage statutory permit renewals, government agency filings (NCDMB, NUPRC, NIMASA), and maintain audit-ready regulatory databases for offshore operations.

• Cross-Functional Proposal Integration: Collaborate with technical subsea engineers, QHSE leads, finance, and legal teams to synthesize compliant technical and commercial bids.

• Academic Baseline: B.Sc. or B.A. in Engineering, Law, Procurement, Maritime Studies, Business Administration, or related fields.

• Sector Experience: Minimum 3 years in oil and gas tendering, specifically supporting marine, subsea, drilling, or offshore IRM services.

• Regulatory Mastery: Deep working knowledge of Nigerian Content (NOGICJ Act) guidelines, NCDMB portal filings, NUPRC permits, and NIPEX bidding workflows.

• Core Competencies: Technical proposal writing, compliance auditing, document control, MS Office Suite proficiency, and cross-departmental coordination.
