About this role
Established in 1951, the International Organization for Migration (IOM) is the leading United Nations agency in the field of migration. IOM works with governmental and non-governmental partners to promote humane, orderly migration, protect displaced populations, and deliver migration management solutions globally.
Reporting to the Chief of Mission (COM) in close coordination with Regional and HQ Resource Management departments, the Head of Resources Management supervises and directs the financial, budgetary, human resources, procurement, and administrative functions of the IOM Country Office in Nigeria.
Key Responsibilities

Financial Management & Treasury: Supervise treasury operations, cash flow forecasting, budget control, payroll allocations, variance analyses, and ensure proper internal controls against fraud.

Donor Reporting & Accounting: Review and finalize project and donor financial reports in compliance with IOM regulations, IPSAS standards, and SAP workflows.

Human Resources & Administration: Oversee recruitment, personnel administration, and HR policy enforcement while handling complex personnel cases in coordination with regional leadership.

Procurement, Logistics & Fleet: Manage procurement contracts, supplier agreements, logistics, vehicle fleet operations, and facility maintenance for the Country Office and sub-offices.

Representation & Governance: Serve as Officer-in-Charge (OIC) in the Chief of Mission's absence and represent IOM at UN Operations Management Team (OMT) working groups.
Requirements
Master’s degree with 7 years of relevant experience OR Bachelor’s degree with 9 years of relevant professional experience in Finance, Accounting, Business Administration, or Management.
Proven experience across financial management, accounting, budgeting, HR, procurement, logistics, and Enterprise Resource Planning (ERP) systems. Fluency in English (written and oral).
Eligibility Note: Open to internal and external candidates currently part of the IOM Pathways Pool (or eligible under updated Pathways Pool guidelines).
Preferred Qualifications
Professional financial certification (CA, CPA, CIMA, or ACCA), knowledge of IPSAS standards, and hands-on SAP proficiency.
